〔記者林嘉東／基隆報導〕基隆地檢署偵辦天道盟太陽會基隆分會長的吳孝中，教唆柳世釧、吳建明恐嚇3家廠商，強索228萬保護費案，昨晚以吳、柳2人有串證之虞，聲押2人獲准；法院今天凌晨0時許裁准2人羈押禁見，另諭知吳20萬元交保。
基隆市區道路施工品質不佳，引發民怨。基隆地檢署檢察長陳宏達為此成立「路平專案」，經深入調查發現，原來廠商長期遭黑道恐嚇收取保護費，使得廠商被迫偷工減料。
男子吳孝中因槍擊案件被羈押，本月11日才獲交保。檢警查出吳今年5月起唆使柳姓、吳姓工程包商，向得標基隆市道路維護工程的廠商索討保護費，甚至嗆明「是天ㄟ（天道盟）太陽（太陽會）要的」，要廠商支付得標金額3％費用。柳更恐嚇廠商，如果不支付，會破壞停在路旁的貴重機具，廠商迫於無奈只好支，3家廠商共支付柳等人228萬元。
基隆地檢署檢察官吳美文昨指揮刑大偵三隊、四分局偵查隊，到吳等3犯嫌家中逮人，順利將3人帶回偵辦。吳到案供稱，有向廠商索討保護費；柳、吳2人則稱，只是負責傳話，不知觸法，且未從中獲利。警訊後，將吳等3人依恐嚇取財等罪嫌移送基隆地檢署偵辦。
